What are the safe payment requirements for new sellers and what does eBay consider to be a safe payment method? |

eBay will require new sellers offering items in most categories on most international sites to buyers to provide at least one safe payment method. Safe payment methods include PayPal or a Merchant Credit Card account. These safe payment methods must be included as an available payment method on their listings. New sellers may also include any of the other accepted payment methods on their listings. (See the Accepted Payments Policy for more details on accepted payments.)
eBay strongly encourages sellers to offer payments through PayPal – PayPal is not only convenient to use, but it also offers buyers and sellers industry-leading protection against fraud, chargebacks, and theft of financial data.

What are the requirements for listing on other sites? |

Sellers will have to meet eBay's highest level of verification in order to list an item in a market that is different than the site in which they are registered.
For most countries, the verification requirement is to be a verified PayPal member by authenticating your credit card. In Germany and Switzerland , the verification requirement is PostIdent, and in Austria , it is ID Verify.
International sellers with an established track record are exempted if they meet the following requirements by December 1, 2006:
- Need at least 25 total feedback
- Have 98% positive feedback
- Have listed and sold at least one item on another site in the last 90 days as of December 1, 2006.

We are requiring eBay's highest level of verification to improve the safety of trade and better protect our buyers. The ability to buy from and sell to members in other markets is an important part of the eBay marketplace. Many eBay sites have different registration requirements, especially in smaller markets. People trying to commit fraud may take advantage of these different registration requirements in smaller markets in order to sell on eBay.com and other larger sites. This initiative is aimed at creating a more level playing field, making sure that all users have gone through an appropriate level of verification.

Why do I have to be a verified PayPal member in order to list on other sites? |

eBay members who have taken the step to become a verified PayPal member have confirmed their identity by completing the required steps to become verified – credit card confirmation. The verification process is a way for PayPal to gain additional proof of a member's identity in conjunction with our own eBay authentication methods. This higher level of verification is designed to reduce fraud in cross-border trade. Listing on international sites is a privilege that we want to reserve for sellers who deliver good buyer experiences.

Yes. The new verification requirements are only required for sellers to list an item on a site that is different from the one in which they are registered. Sellers who do not meet the new international selling requirements, or who choose not to be become a verified PayPal member, may still list on the site where they are registered (eg: on eBay.com.hk) and offer to post to buyers worldwide.
Note: Certain eBay sites such the US, UK, Australia, etc not only require sellers to have verified PayPal accounts in order to sell items, but also to offer PayPal as one of the safe payment options on their listings.1
