1. What are the new requirements for listing on eBay sites?

Effective December 14, sellers who live in a market where we don’t currently have an eBay site will have to meet eBay’s highest level of verification to list on any eBay site.

Sellers will be exempted from the verification requirement in two instances:

  1. Cross-border sellers with an established track record will be exempted if they meet the following requirements by December 1, 2006:
    1. Need at least 25 total feedback
    2. Have 98% positive feedback
    3. Have listed and sold at least one item on another site in the last 90 days as of December 1, 2006.

     

2. Why are you setting more stringent requirements for listing on eBay sites?

We are requiring eBay’s highest level of verification to improve the safety of cross-border trade and better protect our buyers. The ability to buy from and sell to members in any eBay market is an important part of the eBay marketplace. Many eBay sites have different registration requirements especially in smaller markets. People trying to commit fraud may take advantage of these different registration requirements in smaller markets in order to sell on eBay.com and other larger sites. This initiative is aimed at creating a more level playing field, making sure that all users have gone through an appropriate level of verification.
3. Why are you requiring sellers to be PayPal Verified in order to list on eBay sites?

eBay members who have taken the step to be PayPal Verified have confirmed their identity by completing the required steps to become Verified. The verification process is a way for PayPal to gain additional proof of a member's identity in conjunction with our own eBay authentication methods. This higher level of verification is designed to reduce fraud in cross-border trade. As eBay does not have a country site in Hong Kong, all eBay members can only list on other eBay sites. Listing on any eBay site is a privilege that we want to reserve for sellers who deliver good buyer experiences.

Note, at this time, eBay does not require sellers to offer PayPal for these items.
4. How does CBT Seller Verification impact me as a seller in Hong Kong?

Sellers in Hong Kong will be required to be PayPal Verified in order to list on any eBay site. Sellers in Hong Kong who have at least 25 total feedback with 98% positive, and who have listed and sold at least one item on any eBay site in the last 90 days as of December 1, 2006 will be exempted from this verification requirement.
5. How do I become PayPal verified?
  • Log In to your PayPal account.
  • Click the ‘Unverified link’ or the ‘Enroll in Expanded Use’ link on the ‘Account Overview’ page
  • Follow the three-step Expanded Use Process.
  • Once you're Verified, link your eBay and PayPal accounts to finalize the process.

6. What are the benefits of being PayPal Verified?

Sellers who are PayPal Verified will be able to list an item on any eBay site.

PayPal Verification also provides the following benefits:

  • Increased security - Verification not only offers you increased security, it lets others know you are a confirmed member of the PayPal Community.
  • More buyer and seller confidence - Buyers and sellers value your Verified status. It shows you have successfully passed PayPal's identification checks.
